Turkmen Initiative for Human Rights

The right to rest and leisure is provided both by the Constitution and the Turkmenistan’s Labour law. Yet, both the Khyakimlik of Turkmenabat and the city education department do not take this into account.

Teachers are deprived of the right to use their vacation time. They are called back to work under various pretexts. The reasons can vary from laying of flowers at the monuments to Turkmenistan’s heroes - President Niyazov’s mother and father to the rallies on the occasion of running up the state flag or reception in honour of committee members from the Education Ministry.

The similar situation occurs with care takers and educators in kindergartens. They are also required to get back to work from their annual leave. The care taker Malika R. says:

“The telephone call from the director of my kindergarten was a surprise to me. I was asked to return to work immediately. The committee from the Education Ministry was scheduled to visit our daily care center. The committee was still on the way but everything was supposed to be ready before the visit. We were required to wait for the committee from 7 am till late in the evening while the committee members were inspecting several other kindergartens. All 8 employees from our kindergarten were called to get back to work from vacations”.

Teachers are not merely obliged to attend all the events but also should follow certain rules. The staff members are supposed to wear uniform approved by the tacit law of the city khyakim. Women should wear long national dresses and scarves while men should be dressed in dark suits, ties and the national head wear – takhya. Regardless the teacher’s origin, all are supposed to wear Turkmen clothes. When it is 45 degrees outdoors, the women are banned from carrying umbrellas (which usually protect them from the burning sun) and wearing sunglasses.

This is how Turkmenabat`s educators spend their summer vacations.
