Statement by Eurosian Transition Group (ETG)

A genocide in the rural areas of Turkmenistan is most likely after President Nijazov signed a decree that orders to discontinue the pay of pensions in the country.

According to ETG’s correspondents in Turkmenistan, pensioners who fulfil one of three criteria are not legitimate to receive any more pension:

People who used to work in low-payed jobs and get now a pension between 180.000 and 220.000 Manat will loose their pension totally; almost all housewives and farmers do fall under this category

People who received 500.000 Mant after the reform of the pension-bill several years ago will now get 250.000 Manat and have to pay back the sum of 6 Mio. Manat to the state directly in order not to break current law

People, who have relatives that are unemployed or not able to work will also loose totally their pension



The pensioners of Turkmenistan were confronted with these news when entering their local bank to pick-up the money for January. There they were informed by the officials about the new situation and could return with empty pockets to their homes.

ETG received news from Turkmenistan that already hundreds of pensioners died of heart attacks and suicide; some of the mortuaries are already overstocked with dead bodies.

The consequences of this action seem to be horrifying: The unemployment rate especially in the rural areas of Turkmenistan has the amount of more than 70%. That means that the people without a job are dependent on the pensions of their relative in order not to starve. Additionally, a new decree by the President makes it impossible for this group of people to work in Russia, Iran or Turkey: they are not allowed to leave the country.

If this law will not be withdrawed, not only thousands of old people will die within the next weeks, but also families, young women, men and children won’t have bread or vegetable to eat. One can only say that this is a state-ordered genocide.
